JEFFREY C. KEARNAN - EXPERT WITNESS AT SECURITY SOLUTIONS LLC

Grapevine, TX — Jeffrey C. Kearnan is being recognized by Continental Who's Who as a Person of Influence in the Corporate Security, Law Enforcement Consulting, and Emergency Response Planning fields, acknowledging his work with Security Solutions LLC and Church Security Solutions.

Mr. Kearnan has led a distinguished career in corporate security, law enforcement response, emergency management, policy/procedure, fiscal audit, and response plans. He owns and operates Security Solutions LLC and Church Security Solutions. In his current role, he conducts consulting services for the government, police and sheriff departments, corrections, private security, law firms, legal matters, and the houses of worship community. 

He also provides expert testimony and advice in witness consultation, depositions, and court testimony involving litigation issues. These regard emergency operations, law enforcement policy, procedures, practices, and training for patrol officers. These may also include special operations teams, investigations, supervisors, command staff, facility security officers, security guard staff procedures, negligent security, threat/vulnerability assessments, and security procedures. 

Mr. Kearnan is a retired assistant sheriff, a former director of the Office of Emergency Services, and a managing member of Security Solutions LLC. He has been doing expert witness work for a few years now. Before that, he worked for 32 years in law enforcement. He decided to use his many years of law enforcement and military service to good use as an expert witness. 

In pursuit of higher education, Mr. Kearnan attended the Naval Postgraduate School and earned a Master of Science in Homeland Defense and Security Studies. Before that, he attended Union Institute and University, receiving a Bachelor of Science in Criminal Justice Management. 

He is certified as a Force Science Analyst, undertook SEAK Expert Witness Training, and performed admirably as a SWAT Team Commander, Active Shooter and Critical Incident Instructor, Anti-Terrorism Boat Operator, WMD Operator, Team Leader, and Team Commander. He has received certifications in LSU Crisis Intervention Training, POST Management and Executive Training, Physical Security Training Program, PSTP-907, FLETC Anti-Terrorism Intelligence Awareness Training Program, ICS 100, 200, 300, 400, 700, and 800, and FEMA Certifications.

Mr. Kearnan was fortunate to have very good trainers and mentors that were seasoned and experienced. They taught him how to be safe both on the street and in court. He had assignments working with municipal (SMCO agencies, San Jose, Oakland, SFPD), county, state, and federal agencies in his career, where he learned valuable lessons from each in areas of report writing, documentation, training, and professionalism. As the director of the Office of Emergency Services, the experience opened his eyes to emergency management outside of Law Enforcement (private sector and NGO/nonprofit partnerships, fire, EMS, public health, public works, regional, state, and federal assets, mutual aid, grant opportunities, etc.).

As a career highlight, he cites winning cases and helping people through his work. In addition, he has published literature on the intra-operational area (OA) emergency operations center (EOC) coordination model during catastrophic disasters. The thesis is published by the U.S. Naval Postgraduate School, Center for Homeland Defense and Security.

Among his affiliations and memberships, Mr. Kearnan is associated with Force Science Institute, SEAK, Inc., the National Tactical Officers Association, the California Association of Tactical Officers, the California Narcotics Officers Association, the Florida SWAT Association, the California State Sheriffs Association, the American Society for Industrial Security, ASIS, and the Salvation Army.

Among his professional awards and accolades, Mr. Kearnan has been named Narcotics Special Agent of the Year, 1999, and Most Inspirational SWAT Team Member, 1999 and 2000. He has received the George Berry Memorial Emergency Manager Award (2015), the San Mateo County Police Chiefs Award for Leadership (2007), three San Mateo County Sheriff’s Commendations, two California State Senate Commendations, and four Formal Recognitions for Police Training and Public Safety in Jalisco, Mexico.

On a personal note, Mr. Kearnan is married with two children, a dog and a cat. He enjoys doing anything with his wife and kids in his spare time. His favorite vacation spot is Cape Cod, Massachusetts. His favorite publications are the Holy Bible and the U.S. Constitution.

Mr. Kearnan believes that the key to his success has been the years of knowledge he gained and having great support from his wife and kids. He also was able to see life from different perspectives. I've listened to opinions for the police and against the police, for our rule of society and against it. Homicidal suspects, suicidal persons, the mentally ill, and those under substance abuse. You get to see it all, the good and the bad in people, in society. It was a great lesson to walk alongside each person's footsteps and to feel their perspective. Some changed his viewpoints; others solidified them and inspired him to press forward on his career path, knowing he could make a difference here and there.

In the future, he hopes to continue to educate and certify skill sets as a credible expert witness.
