Dr. Rotter attended Boston University where he earned a Bachelor of Arts degree in Biology in 1972. He then earned a Doctor of Dental Surgery from the Georgetown University School of Dentistry in 1976.

With more than 47 years of experience, Dr. Rotter is a general and cosmetic dentist with Dental Associates of Northern Virginia practicing at the offices in Fair Oaks, Fort Belvoir, and Falls Church. He has been the on-site dentist at The Fairfax, a Sunrise Senior Living Facility in Belvoir, Virginia, for the past 33 years. He asserts that finds great satisfaction in the unique challenges of providing high-quality dental care for older adults, as well as creating beautiful smiles for all of his patients. The doctor also taught and lectured at the Georgetown School of Dentistry from the time he graduated in 1976 until 1990 when the school itself closed. 

Dedicated to providing the latest advancements in his field, Dr. Rotter is a member of the American Dental Association; the Virginia Dental Association; the Northern Virginia Dental Society; the American Academy of Clear Aligners; and the Northern Virginia Study Club of the American Academy of Clear Aligners. He is a gold-level provider of Invisalign clear aligners.

The doctor explained that dentistry is the field of medicine concerned with the diagnosis, prevention, and treatment of oral disease including conditions affecting the teeth and their supporting structures, and diseases of the soft tissues of the mouth. He said that this includes repairs to the teeth; corrections of one’s bite (orthodontics); cosmetic dental procedures; and treatment of jaw pain and sleep apnea.

Aside from his professional pursuits, Dr. Rotter is passionate about being out in nature and embraces a variety of hobbies, such as gardening, kayaking, skiing, and bicycling.
